June 25, 2009 Update

Dear Task Force,

Thank you to all of those who were able to make it to the first Rio Arriba County Comprehensive Plan Task force Meeting of 2009. We hope to see those of you who couldn’t make it at the next one. We have attached the agenda, a prioritized list of goals and implementation strategies, meeting notes, and the Task force Contact list. Please read over the agenda and the notes and let us know if there are any changes to be made so we can accept them at the next meeting. Please add your contact to the contact list if you are not there, and check the accuracy of the information if you are already on the list.

The prioritized list of goals and implementation strategies is for homework. Please read over the goals and strategies to see if you agree with the prioritization, have other suggestions, or know of resources or organizations that we can work with to better/more efficiently achieve our goals.

Drafting a functional ordinance to address nuisance within the County will be one of the first charges of the Task force. I will send a second email with a copy of the County’s Resolution on nuisance in 2001, and a draft nuisance ordinance that the task force worked on last year so please read it over for discussion at the next meeting.

The next meeting will be held July 22, 2009, from 1-3pm at the Rural Events Center in Abiquiu.

We are also looking to diversify the geographic representation on the taskforce. We will invite tribal representatives from our office, but if anyone has any suggestions for representatives from the areas of Chama, Tierra Amarilla, Vallecitos, Truchas, El Rito, Coyote, Gallina, Cebolla, etc., please have them contact our office to get involved.

Wednesday, June 24th, 2009 Task Force Meeting

Good Morning All,
I am writing all of you because you have either been involved with the Rio Arriba Comprehensive Plan Task force in the past, or you have expressed interest in being involved during our last round of public meetings for the 2009 Comprehensive Plan updates. As you may know, the amendments to the Comp Plan were approved by the Board of County Commissioners on May 20th and we are now ready to reconvene the task force and work on prioritizing goals and strategies of the Plan and implementing those priorities.

We sincerely hope that all of you involved in the past will be able to commit time to the taskforce again, and those of you who were interested will also be able to find time to be involved. We are planning our first meeting for next Wednesday, June 24th, 2009 at 2pm here at the County Complex in EspaƱola. This meeting will be a strategic planning meeting where we will discuss the structure of the task force (meeting times, places, regional/sub committees, etc.), the work priorities for the task force, and the division of responsibility among task force members. We would appreciate if everyone would reply to us and let us know whether or not you are planning on coming to the first meeting.

If a number of people have a problem with the timing of the meeting we could possibly arrange it to be later in the afternoon, so please let us know if you have a scheduling conflict. We will confirm the date on Friday and email a tentative agenda around for comment. We will have agendas, a copy of the amended Comprehensive Plan, and other task force materials for each member at the meeting on Wednesday. It is important that you all let us know if you are coming or not so we can get an idea of how many materials we will need to bring.

Many of you worked with Chris Palmer in the past. He is no longer with the Planning and Zoning office. My name is Louise Pocock and I began working with the planning and zoning department as a planner in February. I, along with Lucia Sanchez, another new planner in the P and Z department, will be facilitating the task force. We really look forward to meeting with you all next Wednesday. Please reply to this email and let us know whether or not you will make the meeting – or if you have any additional questions or concerns. For those of you who wish to view the Comprehensive Plan before then, the amended version is on the on the Rio Arriba County Website under the Planning and Zoning Departments web page.

Update March 2009

Just to update everyone on the Rio Arriba Task Force. No meeting have been scheduled sense October 2008. We have a new "Planning Board" and at sometime according to Gabe Boyle of RA County Planning and Zoning there have been some setbacks with the leaving of Chris Palmer. A new person will take over at some time in the future but no dates have been set.

RA County continues to work on Gas and Oil issues and it seems to be taking most of the County Resources as far as Planning ans Zoning issues are concerned. Will keep all posted on any new updates. ADMIN-

Topics of Discussion


from: V. Land and Water Chapter

Goal 2: Protect and restore irrigated agricultural lands for livestock and agricultural
production purposes and encourage/promote managed development on dry land.

Strategy 14: All new subdivisions should have community/shared wells and treated
liquid waste systems, demonstrate a 100 year water adequacy plan and assure water
rights to meet full demand at build out, including water for fire-fighting and facilities
for storage, distribution and delivery for fire flows.

Strategy 18: Promote and demonstrate domestic water conservation efforts, such as
the use of drip irrigation, gray-water, water harvesting, low-flow fixtures, xeriscape
landscaping through education programs and in the Subdivision Regulations and
Design and Development Regulation ordinance.

Goal 2: Develop appropriate water and wastewater technology standards in new
developments.

Strategy 6: Encourage and offer incentives for the use of water harvesting and
graywater systems treatment in new residential development.


Goal 3: Limit the proliferation of individual septic systems and wells.

Strategy 8: Require new development to connect to nearby community water and
wastewater systems with adequate capacity, and allow higher density on lots with
existing development through the use of shared wells and septic systems, or by
connection to community water and wastewater systems.

Strategy 9: Encourage the expansion and creation of new mutual domestic water
associations and sanitation districts through land use regulation and partnerships at the
local level, and through support of funding requests and favorable community system
legislation at the state level.

Strategy 10: Amend Subdivision regulations to allow lot sizes smaller than ¾ ac min.
for advanced on-site liquid waste systems or for shared agreements as approved by
NM Environment Department.

Task Force Meeting Oct 15,2008


The next Comprehensive Plan Task Force Meeting will be held;

Wednesday, October 15th at the Rural Events Center from 4:00 to 6:00 pm.

Attached is the outline for the upcoming meeting and the minutes from our last meeting.

This meeting may be slightly different from our last few meetings; instead of having several topics and presentations I wanted to discuss one subject. I have been alerted to very certain ecological condition that may be placed at a high priority for the County. See outline. I would like one topic for presentation by Dr. Gonzalez with comments and questions from Planning and the members of the Task Force.

The main focus of this meeting is to present groundwater science and how it affects the longevity of established and historic communities. I have found six references in the Comprehensive Plan that mention water quality for domestic use. I would like also to present a report that I found on the NMED website that specifically mentions several communities in our County that have nitrate pollution to domestic wells.

I look forward to your input and experience as local experts and look forward to seeing you October 15th.
